Geneva council approves license, parade permit, Black History Month funding and $69,000 park change order

At its Jan. 5 meeting, the Geneva City Council approved several routine items that will affect events, licensing and a park project.
Council Member Junior Mixon moved to dispense with the reading and approve the Dec. 15, 2025, minutes; Council Member Sarah Tinsley seconded. The motion carried six to zero, with Mayor Hayes abstaining.
The council authorized an off-premise beer-and-wine license for Tulsi Management LLC after a motion from Council Member Rich Bixby, seconded by Council Member Scott Stough. That motion carried six to zero, with Mayor Hayes abstaining.
Tewanna Marks presented an application and route for a Dr. Martin Luther King Jr. Walk planned for Jan. 19, 2026. Council Member Zack Dodson moved to authorize the parade; Council Member Sarah Tinsley seconded and the motion passed six to zero with the mayor abstaining.
Council Member Sarah Tinsley moved to allocate $500 to the Geneva County Historical Society to promote Black History Month; Council Member Rich Bixby seconded. The motion passed six to zero with Mayor Hayes abstaining.
On a separate motion, Council Member Zack Dodson moved to authorize a park change order of $69,000 for a playground surface; Council Member Scott Stough seconded. That motion carried six to zero with Mayor Hayes abstaining.
Council Member Rich Bixby moved to adjourn at 7:25 p.m.; Council Member Scott Stough seconded and the motion was unanimously approved.
