Arlington board approves development extension, emergency wastewater repairs and multiple infrastructure contracts

At its Aug. 4 meeting the Board of Mayor and Aldermen unanimously approved a one-year extension for the 61-acre Woodland Estates PD, authorized emergency wastewater repairs performed in July, approved road and bank-stabilization contracts, hired Fisher Arnold for gateway signage design, and authorized unbudgeted expenses for the town's 125th anniversary including $12,000 for fireworks.
The Town of Arlington Board of Mayor and Aldermen approved a package of resolutions on Aug. 4, 2025, covering development vesting, emergency utility repairs, roadway maintenance and a town anniversary celebration.
Town Planner Jeremy Credeur presented Resolution 2025-32, asking the board to extend approval of the 61-acre Woodland Estates planned development for one year under Town zoning Section 5.7.12. Credeur said the developer cited higher interest rates and delayed sewer availability as reasons for the extension. Vice Mayor Harry McKee moved to approve the extension; the board voted unanimously.
Wastewater Director Gil Rivera described emergency work performed in July at the wastewater treatment plant influent wet well. Rivera said the repairs included opening the influent valve, demolishing and replacing a knife gate valve and stem housing, sawcutting a new access opening and furnishing and installing a new access hatch. Two vendors—Xylem and Magnolia Underground—performed repairs under emergency conditions; Resolution 2025-33 retroactively authorized those emergency expenses and passed unanimously.
Town Administrator Catherine Durant requested approval to pay for an overlay on Milton Wilson Boulevard (Hazel Ridge to Chester Street) from Street Aid reserves rather than waiting for the next fiscal cycle; she said the roadway segment would deteriorate further if not addressed. The board approved Resolution 2025-34 to proceed and use reserves.
Credeur also presented Resolution 2025-35 to contract with Fisher Arnold for Phase II gateway signage design, permitting and construction administration at three locations (US 64 at Chambers Chapel Road, US 70 and Forrest Street at the Fayette County line). David Baker of Fisher Arnold attended to answer questions; the board approved the professional services contract.
Town Engineer Steve Hill described needed geotechnical and design services to stabilize eroding banks and add shoulders, rumble strips and guardrails south of Donelson Road on Airline Road; the board approved Resolution 2025-36 for those contracts. Durant requested authorization for additional, unbudgeted expenses to mark Arlington’s 125th anniversary on Dec. 19, 2025, including speakers, music, food trucks and fireworks quoted at $12,000; Resolution 2025-37 was approved unanimously.
The board also approved the consent agenda and bills for payment and adjourned. All motions recorded in the minutes carried unanimously; Alderman Jeremy Biggs was recorded as absent for the meeting.
