The Benzie County Board of Commissioners on Jan. 23 adopted Resolution 2024‑006 to begin a Headlee reset process and create a County Advisory Tax Limitation Committee, and approved Resolution 2024‑007 setting factors to consider for additional payments on service charges payable in lieu of taxes for workforce‑housing projects.
Commissioner Art Jeannot moved to adopt the Headlee reset resolution; Commissioner Nye seconded. The motion passed in a roll‑call vote with five commissioners in favor (Cunningham, Jeannot, Markey, Nye, Warsecke) and two opposed (Roelofs, Sauer).
The board also voted unanimously to adopt Resolution 2024‑007, which lists factors the county will consider when determining whether to require payment of additional amounts from tax‑exempt workforce‑housing developments.
The actions are intended to give the county a formal process for reviewing tax limits under Michigan’s Headlee restrictions and to provide a consistent approach for negotiations with non‑profit and workforce‑housing projects. County administration will organize the advisory committee and return to the board with appointments and next steps as the implementation proceeds.
