Barry County adopts 2025 budget and millage; board approves windows contract and other measures

The Barry County Board of Commissioners on Oct. 22 adopted Resolution No. 24-22, approving the county'wide 2025 budget, the General Appropriations Act and the millage for 2025. The motion, made by Commissioner Jon Smelker and supported by Commissioner Catherine Getty, passed on a roll call vote with Commissioners Mike Callton, Bruce Campbell, Mark Doster, Catherine Getty, David Hatfield, Jon Smelker and Bob Teunessen voting yes; Commissioner David Jackson was absent.
The vote came after a public hearing on the proposed 2025 budget that Vice Chair David Hatfield opened and at which resident Gary White commented. The adopted budget sets spending and the millage rates for county operations in 2025 and is recorded in Resolution No. 24-22.
During the same meeting the board approved several related items on the consent agenda. The board accepted a proposal from Pella to replace windows at the Friend of the Court (FOC) building and authorized spending of up to $182,095.67 from the Building Rehabilitation Fund to pay for the work. That consent motion, moved by Commissioner Bob Teunessen and supported by Commissioner Mark Doster, was approved by unanimous roll call (Jackson absent).
The board also approved grant agreement EMC-2024-EP-05005, a State of Michigan Fiscal Year 2024 Emergency Management Performance Grant, and authorized the county board chair and county administrator to sign the agreement. The board approved claims totaling $89,047.33 on a separate motion moved by Commissioner Jon Smelker and supported by Commissioner Mark Doster.
On a personnel matter the board approved a revised job description for the Deputy County Clerk. Commissioner Jon Smelker moved the change, which Commissioner Bob Teunessen supported; the motion passed on a unanimous roll call vote (Jackson absent).

The adopted budget and the board's consent approvals were recorded in the meeting minutes. The county administrator noted that 2025 strategic planning is underway and that related facility work will continue into next year.
