Fulton County commissioners approve HAVA-funded security upgrades, probation grants and multiple contracts

Fulton County commissioners on Dec. 9 approved a series of routine and programmatic measures, including HAVA-funded election security work, two state probation grants and several vendor contracts and reappointments. All recorded motions in the minutes were recorded as "all in favor."
The board approved use of funds from the 2024 HAVA Elections Security Grant to pay a TelePlus quote for a keycard fob installation at the Voter Registration/Election Office and to fund installation of additional cameras above the Commissioners' Office door and the Voter Registration/Election Office door. The work was presented by Voter Registration/Election Director Linda Doyle and Elect IT's Rick Grissinger; the grant-funded amount recorded in the minutes is $3,000.
Chief Probation Officer Dan Miller asked the board to accept two state grants for the 2025–2026 fiscal period. Commissioners authorized Commissioner Randy H. Bunch to sign a 2025–2026 Intermediate Punishment Treatment Grant for $35,000 and a 2025–2026 Continuing County Adult Probation/Parole Grant for $28,800. The board also acknowledged a Retention Efforts Letter from Miller describing a stipend drawn from the monthly supervision fee kept in a restricted account that the minutes say can only be spent by the President Judge for the Adult Probation Department.
County finance actions included approval of payroll dated Dec. 12, 2025 totaling $151,302.01 and approval of payables dated Dec. 9, 2025 totaling $152,517.49. The minutes include a fund-level breakdown showing $94,208.66 to the General Fund and $28,746.70 to Debt Service among other fund entries.
The board signed off on vendor and professional services items. Commissioners approved a TelePlus Protection System Extended Service Agreement (Silver Maintenance Coverage) for $14,040.56, effective Jan. 1 through Dec. 31, 2026. Separately, the board approved two Conrad Siegel Inc. invoices for actuarial and investment advisory services totaling $9,544.25 ($5,700 for actuarial services for July–Dec. 2025; $3,844.25 for investment advisory services for July–Sept. 2025) to be paid from appropriate pension accounts. A Retirement Board meeting with David Lytle was noted as held via Zoom at 9:15 a.m.; separate minutes are on file.
The board approved Elect IT contract Addenda A (IT staffing and support services), B (managed backup services) and C (IT/cybersecurity awareness and phishing simulations) as presented by Nelson Witmer, president and CEO of Elect IT Solutions.
Personnel and governance items included Planning Commission reappointments for Paula Shives, James Gress, Jeremy Fletcher and Tim Newman to four-year terms ending Dec. 31, 2029, and the reappointment of Russell McLucas as Conservation District Director to a four-year term ending Dec. 31, 2029.
Commissioners also authorized execution of bank documents to add and remove authorized check signers as part of a transition in the Treasurer's Office and authorized changes to Treasurer's Office operating procedures as presented by Interim County Treasurer Amy Bishop.
The minutes record that Commissioner Steven L. Wible moved to adjourn at 11:02 a.m.; the motion carried and the minutes were submitted by Chief Clerk Stacey M. Shives.
