Commissioner Hann moves to hire two Per Diem workers amid allegation about past hiring practices; Commissioner Bunch abstains

Commissioner Hervey P. Hann moved that Fulton County hire two Per Diem employees — Stephanie Seibert and Nya Minnier — to be used on an as‑needed basis across county departments, and the board approved the hires pending required clearances. Commissioner Randy H. Bunch abstained from the Per Diem vote, citing a conflict of interest; the motion otherwise carried.

Hann read a prepared letter to the board arguing the Per Diem positions would allow the county to avoid hiring someone "everyday, even when they are not needed," and raising a concern that "someone is not hired because of who they are" and that the county had sometimes not hired "a person who is an excellent candidate because of who they are." The allegation was raised as part of the discussion recommending Per Diem appointments; no formal retaliation or discrimination investigation was announced during the meeting.

Separately, Commissioner Steven L. Wible moved to hire Joanie Faith as a full‑time Office Deputy I for the Prothonotary's Office, effective Dec. 1, 2025; that motion passed by unanimous voice vote. A brief Salary Board meeting was held at 9:00 a.m. to set hourly wages for the new hires; separate Salary Board minutes are on file.

HR Administrator Mary Huston joined the discussion about staffing needs for the Prothonotary's Office and the proposed Per Diem positions. The Per Diem hires were described as countywide, to be called upon when departments required temporary assistance. The hires are contingent on completion of standard employment clearances.
