Fulton County commissioners approve hires, grant agreement and new health insurance opt‑out payment

Fulton County commissioners on Jan. 13 approved a series of routine administrative actions, including a hiring, a multi‑county grant agreement for drug and alcohol services and a revision to the county’s employee benefits policy.
Commissioner Randy H. Bunch called the meeting to order. The board unanimously approved accounts payable totaling $135,622.38 and accepted minutes from the Jan. 6 reorganizational sessions for the Commissioners, Salary Board and Retirement Board.
Interim County Treasurer Amy Bishop presented the Treasurer’s report for the month ending Dec. 31, 2025. The commissioners also approved hiring Angie Horton to fill a vacant Domestic Relations union position as Enforcement Officer 1, effective Jan. 26, 2026; the Salary Board set Horton’s pay under the Collective Bargaining Agreement.
Julie Dovey, executive development director, asked the board to approve the 2025–2030 Franklin/Fulton Grant Agreement (#4100101172) that designates Franklin County as the single‑county authority for the Drug and Alcohol Program; commissioners voted to approve and execute the agreement.
The board adopted the 2026 pay scale as presented by HR Administrator Mary Huston and approved revised HR Manual language to establish an employee health insurance opt‑out payment. The new wording reads in part: "Opt‑out of health insurance: Effective January 1, 2026, any eligible employee waiving health insurance coverage will receive a monetary payment that is pro‑rated according to what is waived for that year. The maximum amount paid in a calendar year will be $1,020 ($85/month)." Commissioner Hervey P. Hann moved to approve the change; the motion carried unanimously.
Other approved items included payment of a CCAP PCoRP invoice (second installment) in the amount of $45,442.00; a request for burial assistance for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968) with payment to surviving spouse Janet McGinnis; a renewal quote for ASPIRE two‑factor authentication; a revision to the LERTA application to require inspection by the Zoning Officer or Fulton County Planning; and payment to SAP&DC for local county/transportation support in the amount of $8,598.00.
The commissioners accepted Ronald Richards as the real estate agent for county property at 119 N. 2nd Street in McConnellsburg, with his commission quoted at 3% of the sale. The board entered and exited multiple executive sessions during the meeting for legal and personnel matters and adjourned at 11:33 a.m.
