Fulton County commissioners approve payroll and $334,397.62 in payments; Wible abstains from tax appeal hearing

The Fulton County Board of Commissioners met Feb. 3, 2026, at the Commissioners' Office. Commissioner Randy H. Bunch called the meeting to order and the board opened with a prayer and the Pledge of Allegiance.
During the public comment period, Fulton County resident Carolyn Kerlin asked for updates on ongoing litigation matters. Two other residents, Sandra Barton and Marty Mettille, were recorded as attending the public comment portion.
The board approved the Jan. 27, 2026 Commissioners' minutes and the Jan. 27, 2026 Salary Board minutes on a motion by Commissioner Steven L. Wible. Commissioner Hervey P. Hann moved to approve payroll dated Feb. 6, 2026, in the amount of $129,990.81; the motion carried with all in favor. Commissioners also approved accounts payable dated Feb. 3, 2026, totaling $334,397.62. The minutes list fund allocations for that total as follows: Fund 100 General Fund $96,661.78; Fund 201 Liquid Fuels $13.13; Fund 229 HSDF/HSBG $165,835.26; Fund 235 Law Library $724.96; Fund 238 911 $44,792.44; Fund 256 Domestic Relations $352.92; Fund 400 Debt Service $26,017.13.
The board briefly entered executive session for legal matters from 8:30 a.m. to 9:20 a.m. Immediately after reconvening, a tax appeal hearing was held at 9:20 a.m. The record notes that Commissioner Steven L. Wible abstained from participation in that hearing due to a conflict of interest; separate minutes for the tax appeal hearing are on file.
Following the tax appeal, the board approved the Jan. 2026 Retirement Fund Report as presented by HR Administrator Mary Huston. The commissioners also approved travel requests for Services for Children Director Christine McQuade and Services for Children Fiscal Technician Stephanie Mellott to attend the Pennsylvania Children and Youth Administrators Conference March 11–13, 2026, in State College, Pa.
The board approved an engagement letter from KB&S (Kulla, Barkdoll & Stewart, P.C.) to provide legal and consulting services to review the Fulton County Prothonotary's Office. Commissioners authorized Commissioner Steven L. Wible to execute Medical Assistance Transportation Program (MATP) allocation letters for fiscal years 2024–2025 and 2025–2026 in the amounts of $464,875.00 and $491,875.00, respectively.
A laptop quote submitted by Rick Grissinger of Elect IT was approved for use in Franklin County for jury coordinator duties. Commissioners also approved an invoice from Franklin County Fiscal for Fulton County court costs for the fourth quarter of 2025 in the amount of $38,819.27 (recorded as 10% of court wages and benefits).
The board reconvened in the afternoon, entering an executive session for personnel matters from 1:18 p.m. to 1:38 p.m. Commissioners, HR Administrator Mary Huston and Chief Clerk Stacey M. Shives conducted interviews for the Prothonotary's Office. The meeting adjourned at 3:05 p.m.
Actions taken at the meeting were recorded in the minutes as motions with the outcome "all in favor" unless otherwise noted. Separate minutes exist for the tax appeal hearing and for other executive- session discussions; those documents were noted as being on file.
