Morton County Commission approves multiple 2024 budgets, $25,000 development grant, gravel contract and liquor license

The Morton County Commission on July 13 approved a series of routine and discretionary items including multiple 2024 budget presentations, a $25,000 development grant, a gravel‑crushing contract and several licenses and appointments.
Chairman Nathan Boehm called the meeting to order at 5:02 p.m. and commissioners unanimously approved the agenda, minutes from June meetings and payment of bills and payroll. Present were Commissioners Zachmeier, Buckley and Morrell and Auditor Dawn R. Rhone; Commissioner Leingang was absent.
Sheriff Kirchmeier presented proposed 2024 budgets for the Detention Center, Communications, Sheriff and Coroner. Melanie Hanson of CENTRE Inc., Courtney Hoikkala of NDSU Extension and other local organization representatives including Mark Heinert (Youthworks), Ryan Jockers (Lower Heart Water) and Wade Bachmeier (Morton County Water District) presented their organizations’ 2024 budget requests for county consideration. The commission opened a public hearing at 6:00 p.m. for Western Plains Health’s 2024 budget; Erin Ourada presented that hospital budget and the hearing record was closed at 6:08 p.m.
On motions recorded in the minutes, the commission approved a $25,000 award from Morton County Development Funds to Revive Equine LLC of Almont, N.D.; accepted Fisher Sand & Gravel Co.'s bid to crush gravel at the Vogel and Stegmiller pits; and approved $400 each to support the National 4‑H Livestock Quizbowl Team and the Meats Judging Team for travel and registration costs. All votes on those motions were recorded as "all voting aye."
The commission approved a series of property tax abatements (numbers 6221–6231 as listed in the minutes) in individual motions, each carried by unanimous vote. Chase Lingle presented the State's Attorney Office 2024 budget. The commission approved a liquor license for Sixteen 03 Events LLC, doing business as The Post Events, and appointed Carly Retterath to fill an unexpired term on the Morton County Housing Board through Dec. 31, 2024; both actions carried with all voting aye.
Auditor Dawn R. Rhone reported total county funds expended from June 24 through July 13, 2023, as $2,681,221.04 and said a detailed list of checks is available for public inspection at the Morton County Auditor’s Office during regular business hours. Chairman Boehm adjourned the meeting at 8:45 p.m.
