Morton County Commission approves abatements, Right of Way offers and names interim emergency manager

The Morton County Commission met Aug. 22, 2023, at 5:30 p.m. at the Morton County Courthouse in Mandan. Chairman Boehm called the meeting to order and released the chair to Vice‑Chairman Andrew Zachmeier for the session.
The commission handled routine business and passed a series of motions by unanimous recorded vote. Commissioners approved the meeting agenda (with an addition), the minutes of the Aug. 10 regular meeting, and bills and payroll. The body voted to deny abatement #6242 and to approve abatement #6244, abatements #6245–6246, abatement #6247, and abatements #6248–6249.
The commission approved negotiated offers totaling $49,663.07 for Right of Way purchase along 46th Avenue covering roughly three miles from North Dakota Highway 6 to 24th Avenue in Sections 19, 20, 21, 28 and 30, T138N, R81W. The motion to approve the offers was moved by Commissioner Buckley and seconded by Chairman Boehm; record minutes state “All voting aye, motion carried.”
On personnel matters, the commission appointed Joel Rostberg as interim Morton County Emergency Manager after a motion by Commissioner Morrell seconded by Commissioner Buckley. The commission also accepted a donation of outdoor benches from Canvus (motion by Buckley, seconded by Boehm), again recorded as carried unanimously.
Financial disclosure in the minutes records that county funds expended from Aug. 11 through Aug. 22, 2023, totaled $285,629.14. The minutes note that a detailed list of expenditures by check is available for public inspection at the Morton County Auditor’s Office during regular business hours.
The meeting was adjourned at 7:15 p.m. following a motion by Morrell and second by Buckley. The minutes list Vice‑Chairman Andrew Zachmeier and Dawn R. Rhone, County Auditor, as signatories.
