County budget shows $1.13 million shortfall; council advances budget and $3.5M bond on first readings

Sumter County Administrator Gary Mixon presented the county's proposed fiscal 2022–23 budget by title at the May 10 council meeting, reporting projected revenue of $54,672,936 and expenditures of $55,775,454, which leaves a projected deficit of $1,125,527.
Mixon told council members they had received detailed budget materials during a prior budget workshop and that the council will hold a special workshop on May 17 to continue budget deliberations. He said the budget ordinance (Ordinance #22-973) will be on the May 24 agenda for public hearing and second reading and on June 14 for third and final reading.
Council also granted first reading to Ordinance #22-974, authorizing the issuance and sale of general obligation bonds (Series 2022) in an amount not to exceed $3,500,000 to fund capital needs. A bond attorney provided a copy of the proposed ordinance; more details will be provided at subsequent readings.
Councilman Artie Baker moved to grant first reading to the budget ordinance; Councilman Charles T. Edens seconded and the motion carried unanimously. A separate motion to grant first reading to the capital bond ordinance was moved by Councilman Eugene R. Baten, seconded by Councilman Edens, and carried unanimously.
Next steps: public hearings are scheduled for the May 24 meeting with final readings on June 14.
