Council plans CPST outreach and staff readies informational materials ahead of November referendum

Sumter County Council members on Aug. 23 discussed steps to inform voters about proposed Capital Projects Sales Tax (CPST) projects ahead of the November referendum.
Councilman Carlton B. Washington said residents at a recent event asked about CPST projects and suggested that council begin highlighting projects by district at council meetings starting in September so voters know what will appear on the ballot. Councilmember Vivian Fleming McGhaney said the presentations could also note projects completed under prior CPST referendums in 2014 and 2008 to provide historical context. Councilman Eugene R. Baten cautioned that some projects serve multiple districts and that messaging should reflect that.
County Administrator Gary Mixon told council there are four meetings before the election and suggested presenting projects by category rather than strictly by district. Mixon also said that on Aug. 10 county staff presented the CPST package to the Chamber of Commerce board, which voted unanimously to support and promote the CPST referendum; he said more information, including a pamphlet, will follow.
Council did not take formal action beyond the discussion; members indicated support for public information efforts to explain projects that will be on the ballot.
Next step: staff to prepare informational materials and a schedule of council briefings beginning in September to explain CPST projects and ballot questions.
