Council approves transfer of two county properties to City and housing nonprofit

Sumter County Council on Aug. 9 granted second reading approval to two ordinances to transfer county-owned parcels for local development uses.
Ordinance 22-978 authorizes conveyance of 645 Manning Avenue to the City of Sumter. County Attorney Johnathan Bryan presented a rendition of a proposed art park; the City will assume responsibility for the site’s maintenance if the conveyance proceeds. The public hearing drew no speakers. Vice Chairman James R. Byrd moved to grant second reading and Councilman Artie Baker seconded; the motion carried.
Ordinance 22-979 authorizes conveyance of 538 South Sumter Street to the Sumter County Community Development Corporation (SCCDC). Bryan said the parcel had been donated to the county; SCCDC Director Gwendolyn Clyburn provided a letter stating the nonprofit’s goal to develop a duplex or multiple duplexes for low- to moderate-income families. No members of the public spoke during the public hearing. Councilman Vivian McGhaney moved to grant second reading, seconded by Councilman Eugene R. Baten; the motion carried.
Minutes record the ordinances advancing on second reading; the documents included renditions and aerial maps. The council did not record public opposition to either conveyance during the Aug. 9 meeting.
