County approves conveyances for Manning Avenue art park and South Sumter housing site

Ordinance 22‑978 authorizes transfer of the county property at 645 Manning Avenue to the City of Sumter for use in an "Art Park Project." Bryan said there were no changes to the ordinance since first reading; the clerk provided maps and a proposed site layout. A motion by Councilman Charles T. Edens, seconded by Councilmember Vivian Fleming McGhaney, passed unanimously to grant third reading approval.
Ordinance 22‑979 authorizes the conveyance of 538 South Sumter Street to the Sumter County Community Development Corporation (SCCDC) to be used for future development projects aimed at low‑ to moderate‑income housing. Bryan noted no changes since first reading; the clerk supplied maps and a letter from SCCDC expressing support. Councilman Eugene R. Baten moved approval; Councilmember McGhaney seconded. Council voted unanimously to grant third reading.
Both measures passed without recorded dissent. County staff indicated the conveyances will proceed under the terms set forth in the respective ordinances and that subsequent development of each parcel will follow applicable permitting and development processes.
Next steps: conveyances will be executed according to the ordinances and any future development proposals will follow standard permitting and planning reviews.
