• Approve meeting agenda — Motion by Councilman Eugene R. Baten, seconded by Councilman Artie Baker; motion carried unanimously.
• Approve minutes of Aug. 23, 2022 — Motion by Vice Chairman James R. Byrd, seconded by Councilman Artie Baker; motion carried unanimously.
• Grant first reading to OA‑22‑09 (Flood Damage Prevention Ordinance; Black River Watershed map adoption) — Motion by Councilman Artie Baker, seconded by Councilman Charles T. Edens; motion carried unanimously. The ordinance must complete subsequent readings to be adopted; the FEMA map revisions become effective Oct. 27, 2022.
• Adopt R‑22‑07 (Resolution supporting the South Carolina American Revolution Sesquicentennial/SC250 and establishing the Sumter County 250 Committee) — Motion by Councilman Eugene R. Baten, seconded by Councilman Artie Baker; motion carried unanimously. The chairman and clerk were directed to execute the resolution.
• Approve Ordinance 22‑977 (utility easement over property on West Wesmark Boulevard) at third reading — Motion by Councilman Charles T. Edens, seconded by Councilman Artie Baker; motion carried unanimously. The council approved the boring route to connect electricity to a cell tower on the property.
All recorded motions were unanimous among council members present (James T. McCain Jr.; James R. Byrd; Artie Baker; Eugene R. Baten; Charles T. Edens; Vivian Fleming McGhaney; Carlton B. Washington).
