Delaware County commissioners approve claims, HR updates and a county-funded CDL agreement

Delaware County commissioners unanimously approved routine claims and reports, accepted human resources updates and approved a financial assistance agreement for a newly trained county CDL driver during their Feb. 3 regular meeting.
The board approved payment of vendor claims across funds, including multiple payments tied to the fairgrounds project (Total Coverage Electric entries totaling several tens of thousands of dollars across line items listed in the claims roll). The motion to approve claims was made by Commissioner Jake Callihan, seconded by Commissioner David Beck, and carried on a 3–0 roll-call vote.
Human Resources Director Vicki Cossairt briefed the board on several personnel-related items. She said the county's vision insurance formerly marketed as Vision Care Direct is now Unity Vision and clarified comp time and overtime rules after recent weather-related work: time-and-a-half overtime is paid only for hours worked over 40 in a workweek; because of the timing of the holiday and subsequent bad weather, Saturday counted as overtime for those who worked past Friday. Cossairt expressed condolences for longtime county payroll clerk Linda Lish, who has passed away, and reported the county spent significant amounts on turnover: she estimated annual turnover costs for the county at about $1.5 million. Cossairt also provided sheriff's office staffing counts for recent years (Sheriff Thomas began and ended 2025 with 49 employees with 32 hires and 30 exits during the year; prior-year counts for 2024 and 2023 were also reported).
The board discussed and approved a financial assistance agreement for Jerry King, who completed CDL training paid for by the county and agreed to remain employed with the county for at least one year; Commissioner Callihan identified King as his employee. The motion to accept and sign the contract passed 3–0.
Other routine actions: the board received and filed the list of 2025–2026 requisitioning, receiving and inventory officers for the Delaware County Health Department; and approved selection of Guy Engineering for right-of-way acquisition for Bridge #37 on E 350 Road using ODOT job JP 31230(04) procurement. The meeting concluded with a unanimous vote to adjourn at 9:36 a.m.
The meeting record notes that the board briefly referenced proposed Bill 843 (a proposal the chairman said would abolish property tax) as a legislative item of interest but took no formal action on the matter during the Feb. 3 session.
