Delaware County commissioners approve equipment purchases, accept fire-truck financing and transfer $300,000 for health payroll

Delaware County commissioners met Feb. 10 and unanimously approved a slate of routine claims and several purchases, accepted financing for a used pumper truck for the Jay Fire Department, and approved a $300,000 intrafund transfer for the county health department.
The board approved the claims docket as presented, a list of vendor payments across general, health, highway and special funds that the minutes record at $611,434.52. Commissioners also signed payroll affidavits for the Feb. 13 payroll and approved numerous 308 apportionments and other departmental transfers read into the record.
On capital items, the board approved three discrete purchases: a Chevrolet 1500 crew cab 4x4 pickup for District 3 at $45,782; a sweeper for the new fair event center not to exceed $6,000 (to be paid from the Use Tax account); and five portable hand-held radios for emergency management at $6,795 from Emergency Management M&O funds. Commissioners also declared a District 1 Caterpillar grader surplus and said it will be sold to Ottawa County to help fund a replacement.
The board accepted a financing package for a used pumper truck for the Jay Fire Department (see separate item). The board also unanimously approved a $300,000 intrafund transfer from the Health Department Capital Outlay account to the Health Department Personal Services account, made at the request of regional Director David Chissoe.
Human Resources Director Vicki Cossairt told the board that detention officers are required to have annual TB tests and she is scheduling tests for Feb. 23 ‘‘to bring the county into compliance.’’ She also said a bill has been proposed that would bar retirees from returning to county work after six months; she described employees’ concerns that passing such a measure would remove an option for retirees who want to draw retirement and work part time.
Citizen Mike Major had asked earlier in the meeting for the numbers associated with the fire department loan; the board received those financing details from Case Hampton of Bank of Grand Lake during discussion of the pumper purchase.
Commissioners voted to forward two legal matters to the district attorney for action: civil case CJ-2026-13 (NEO Concrete and Materials vs. Palm’s Concrete et al.) and foreclosure CJ-2013-22 (Adair County Indian Credit Association vs. Cathie Leroy et al.). They also asked county staff to solicit quotes from security providers for cameras at the fairgrounds instead of approving an immediate purchase.
The meeting adjourned at 9:43 a.m.; HR Director Cossairt reminded the board that, due to the President’s Day holiday, the next meeting is scheduled for Tuesday at 1:00 p.m.
