Dunn County commission rejects proposed countywide pay study; HR outlines DUI discipline authority
Summary
A proposed county pay-and-class study by Public Sector Personnel Consultants failed on a 3-2 vote after commissioners weighed consultant options. HR Director Dessie Calihou also explained that DUI discipline decisions rest with department heads.
The Dunn County Board of County Commissioners considered bids from four consulting firms for a county compensation and class study intended to draft a new county pay scale. HR staff recommended Public Sector Personnel Consultants based on experience with North Dakota public entities and a proposed schedule that could complete the project before July budget hearings.
Commissioner Olson moved to retain Public Sector Personnel Consultants and Commissioner Dolezal seconded. The motion failed on a roll-call vote: Commissioners Heiser, Pelton and Kleemann voted no; Commissioners Olson and Dolezal voted aye. The commission did not authorize the study at the Feb. 18 meeting.
Separately during administrative policy discussion, HR Director Dessie Calihou summarized county procedure for employee DUI incidents, saying that discipline is determined by the affected department head, with HR available to advise. The board did not take additional action on DUI policy at the meeting.
Commissioners and HR discussed the study’s process steps: consultant meetings with the board, interviews with department heads and elected officials, board approval of processes, and a final salary plan presentation to staff if adopted. Because the study was not approved, no consultant contract was executed.
