Delaware County commissioners approve claims, three assessor transfers and declare fire truck surplus

The Delaware County Board of Commissioners approved routine administrative actions at its Jan. 20, 2026 regular meeting, including payment of claims across county funds, three intrafund transfers to the county assessor and a surplus declaration for a 2004 fire truck.
Chairman David Poindexter presided and all three commissioners — David Poindexter, Jake Callihan and David Beck — voted to approve the meeting notice, minutes from Jan. 13 and the payment of claims submitted by multiple county funds and vendors. County Clerk Barbara Barnes read vendor line items into the record before the roll-call approvals.
Human Resources Director Vicki Cossairt reported a change in employee benefits administration: a new IRS rule allows county employees to access telehealth through SwiftMD without upfront charges, and employees may use HSA accounts to pay; she also reported that Vision Care Direct has rebranded as Unity Vision and noted recent CDL licensing activity in District 2.
On budget matters, the board approved three intrafund transfers from the General Fund contingency to the Assessor’s offices: $10,200 to Personal Services, $6,200 to Travel and $2,800 to Maintenance & Operations. Chairman Poindexter said the transfers were necessary because the assessor’s final amendment amounts arrived after the budget was adopted. All three transfers passed on motions by Commissioner Jake Callihan, seconded by Commissioner David Beck, with unanimous roll-call votes.
The commissioners received and filed Certificates of Liability Insurance and lists of directors and officers for the Cowskin and Grove Fire Departments; the documents were entered into the public record without objection.
Finally, the board approved declaring surplus an American Eagle fire truck (2004; VIN 4Z3AAACG94RN02656) on behalf of the Bernice Fire Department. The meeting adjourned at 1:22 p.m.
Next steps: the intrafund transfers will be recorded in county financials and the surplus vehicle disposition will follow county property procedures.
