The Delaware County Excise Board met in regular session on Dec. 10, 2025, and unanimously approved a slate of monthly estimates of needs, appropriations and transfers for county funds.
Chair Doug Smith called the meeting to order at 8:30 a.m. and confirmed that Vice-Chair Steve Odle, Member Charles Marts and County Clerk Barbara Barnes were present. On a motion by Vice-Chair Steve Odle, seconded by Charles Marts, the board approved the minutes of its Nov. 12, 2025 regular meeting.
The board then approved the Monthly Estimate of Needs and Request for Appropriations for multiple highway accounts. Member Charles Marts moved to approve the highway appropriations, which included detailed line items for Personal Services, Maintenance & Operations, Lease Purchase and GSB interest; Steve Odle seconded the motion and all voted aye. The highway line items as presented total $315,779.36, with additional PACT allocations listed as $53,211.12.
As part of the Agenda #2 approvals the board also reviewed and approved monthly estimates for numerous fire department accounts (including Bernice, Butler, Colcord, Cleora, Cowskin, Eucha, Flint Ridge, Grove, Hickory Grove, Jay, Kansas, Kenwood, Leach, Lakemont Shores, Monkey Island, Oaks, Tiff City, TiaJuana, West Siloam Springs and Zena). The fire-department line-item totals shown in the packet sum to $172,106.84; the board approved those figures on the same motion sequence.
Under miscellaneous and special funds the board approved appropriations and receipts shown in the packet, with a listed total of $563,201.73 covering items such as use tax, CBRI proceeds and solid-waste funds. The board also approved a corrective transfer of $403.75 from account 1321-2-8202-4110 (Butler Fire Department Capital Outlay) to account 1321-2-8201-4110 (Bernice Fire Department Capital Outlay); County staff described this as an error correction. In addition, the board approved two transfers of appropriations: $4,000 from County Clerk Capital Outlay to County Clerk M&O, and $102,000 from General Government M&O to General Government Workers Comp. All motions were seconded as recorded and carried unanimously.
Member Charles Marts moved, and Steve Odle seconded, adoption of the designated 2026 holiday resolution for Delaware County; the motion carried. The board also approved the regular meeting dates for 2026 for the Excise Board, the Equalization Board and the Board of Tax Roll Corrections. No members of the public attended the session. The board adjourned at 8:36 a.m. on a motion by Steve Odle, seconded by Charles Marts; all voted aye.
The actions taken at the meeting were procedural approvals of budget estimates, transfers and calendar items; there were no contested votes or public-comment items recorded.
