Delaware County commissioners approve claims, contracts and bidding schedule in unanimous votes

The Delaware County Board of Commissioners met Nov. 18 and, in a series of unanimous votes, approved payment of vendor claims across multiple county funds, signed procurements and authorizations, and set a schedule to advertise sealed bids for road materials.
Commissioner Jake Callihan moved to approve the claims and procurements and Commissioner David Beck seconded; the board recorded unanimous roll-call votes in favor. The claims covered multiple departments and vendors, including payments to Turn Key Health Clinics, Longan Construction, and items for jail and highway operations.
County Clerk Barbara Barnes, who handled procurement coordination, said she had spoken with the state auditor and asked the state to initiate a request to the bank for a county Purchase Card; she cautioned that "once Bank of America gets the request, it may be as much as two months before anything happens." Chairman David Poindexter said the P-Card program will require training administered by the State Auditor and Inspector's Office.
The board also approved administrative items including signed blanket purchase orders for December, Highway Cash for December, and an intrafund transfer of $4,000 from 10E Capital Outlay to 10D Maintenance & Operations at the County Clerk's request. A Form 324a was signed so ODOT may pay the Kansas Public Works Authority for Project #30373(11) on Highway 412.
On facilities and safety matters, the board approved a $600-per-year contract with Techsico to provide third-party fire-alarm monitoring for the fairgrounds; Commissioner Callihan noted Techsico already monitors the jail and courthouse and said "county buildings must have a third-party monitoring system." The board also received the Leach Fire Department's certificate of liability insurance and current officers list.
The board set a six-month bidding timeline for road materials (County Bid #25-26/08). Bids will be accepted by the County Clerk through Dec. 12, 2025, at 3 p.m., and opened on Dec. 16 at 9 a.m.; the board reserved the right to accept, reject or re-advertise bids.
All formal motions noted above were recorded as carried by unanimous roll call (Commissioners Poindexter, Callihan and Beck voting yes). The meeting adjourned at 10:12 a.m.
What happens next: advertised bids will be opened Dec. 16; P-Card enrollment and bank processing are expected to require additional administrative steps before card use.
