The Delaware County Excise Board met in special session on Nov. 7, 2025, and approved the minutes from its Oct. 29, 2025 meeting and the estimate of needs and financial statements request for the City of Jay and Cleora Schools.
Doug Smith, chairman of the Delaware County Excise Board, called the meeting to order at 8:52 a.m. Present were Steve Odle, vice-chairman, and Barbara Barnes, county clerk; member Charles Marts was absent. The agenda had been posted Nov. 5, 2025, at 7:52 a.m. on the courthouse east-lawn kiosk, the minutes note said.
Vice-Chairman Steve Odle moved to approve the minutes of the special meeting dated Oct. 29, 2025; Doug Smith seconded the motion. All members present voted aye and the motion carried.
On the estimate of needs and financial statements request for the City of Jay and Cleora Schools, Odle moved and Smith seconded approval. The minutes record that the Cleora Schools submission was a resubmission with corrections. The motion carried with all present voting aye.
Steve Odle moved to adjourn the meeting; Doug Smith seconded. The board adjourned at 8:55 a.m. All motions were recorded as carried in the minutes.
