Delaware County HR: 129 employees, new telemedicine benefit and state rules on service dogs and phones

Human Resources Director Vicki Cossairt updated the Board of County Commissioners Nov. 4 on staffing and new employee services.
Cossairt reported the county had 129 employees that week, with three employees in process: two reserve deputies and one regular employee hired; one offer declined; and one employee terminated. She said there are nine full‑time openings and one seasonal opening. Cossairt reminded staff that longevity awards will be issued as paper checks and that the safety award will be included with the Dec. 15 payroll.
Cossairt summarized two new laws effective Nov. 1: only service dogs are permitted in county buildings and misrepresenting a dog as a service animal can result in a fine; and handheld cell phone use is prohibited in school and construction zones. She also announced a new employee benefit, Swift MD, a virtual doctor service available 24/7 beginning Jan. 1 at no cost to employees; the service can diagnose and prescribe medication without waiting, and Cossairt said information on its use will be distributed to employees.
The board approved receiving the Human Resources report (motion by Commissioner Beck; seconded by Commissioner Poindexter). The minutes do not include further detail on eligibility rules for Swift MD, expected uptake, or the administrative rollout schedule beyond Cossairt’s promise to distribute instructions.
