Ottawa County commissioners approve routine claims, surplus sheriff vehicles, easement and other business

At its Feb. 23 meeting the Ottawa County Board unanimously approved routine claims and multiple resolutions, including surplus and scrapping of sheriff vehicles, an easement to dump clay on private property, an interlocal agreement with Quapaw and transfers of appropriations.
The Ottawa County Board of Commissioners unanimously approved a slate of routine claims, proclamations and resolutions at its Feb. 23, 2026 meeting.
Commissioner Robert Clark moved and Commissioner Scott Hilton seconded approval of the minutes from Feb. 17 and a long claims list covering general, health, highway and rural fire funds. Chairman Mike Furnas and both commissioners voted aye on the motions.
The board approved Proclamation #2026-1 declaring Feb. 9–13, 2026 as Farm Bureau Week. It also approved Resolution #2026-5 to surplus and solicit sealed bids for three Ottawa County Sheriff’s Department vehicles (a 2013 black Chevy Tahoe, a 2015 black Ford Interceptor SUV and a 2017 silver Ford Interceptor SUV) and Resolution #2026-6 to surplus and scrap a 2015 white Ford Interceptor SUV; both measures passed unanimously.
The board approved an Interlocal Governmental Agreement between the City of Quapaw and the Board of County Commissioners and authorized a purchase of equipment from Graham Auctioneers LLC at the CED Statewide Auction on March 13–14, 2026, per a request from District 1 Commissioner Mike Furnas. The meeting record shows the board also approved transfers of appropriations (including a $75,000 transfer tied to the REAP grant) and designated requisitioning and receiving officers for various sheriff funds for fiscal year 2025–2026.
An easement authorizing encroachment to use property owned by Troy Friend for dumping clay dirt was approved; the agenda includes the legal description for the parcel in Ottawa County. Commissioners provided routine district activity reports: Furnas said he will meet with adjusters for a hazmat team cleanup and thanked law enforcement; District 3 reported a spray program and routine maintenance.
The board approved blanket purchase orders #3154–3164 and then adjourned. All recorded votes on motions in the minutes were unanimous (Furnas, Clark and Hilton voting aye).
