Whitfield County approves ARPA terms, contracts and multiple capital purchases in Oct. 11 meeting

At its Oct. 11 regular meeting, the Whitfield County Board of Commissioners approved a range of financial and contract actions, including acceptance of ARPA State Fiscal Recovery Fund terms for first-responder pay supplements and several ARP-eligible facility upgrades.
The Board voted 3-0 to approve the terms and conditions for the State Fiscal Recovery Fund (SFRF) under the American Rescue Plan Act (ARPA) and authorized Chairman Jevin Jensen to sign the grant agreement that governs state-distributed payments to the county for public-safety pay supplements. Commissioners also authorized submission of a 2021 Community Development Block Grant (CDBG-CV) application to the Georgia Department of Community Affairs.
Finance Director James Garvin presented the August financial report: Local Option Sales Tax (LOST) collections were $1,071,627 for August (11.75% above budget) and year-to-date LOST was $8,425,602, up 4.25% from the prior year. TAVT August collections were $437,279 and YTD TAVT was $3,583,420 (20% higher year over year). The board also approved third-quarter 2021 budget amendments that reflect a $2.294 million reduction in net revenue due to a property tax cut, department adjustments totaling $100,673, and other reallocations.
On capital and contract matters the board approved:
- A $582,204 contract amendment with WH Platts Company for the courtroom evidence presentation system, substituting Kramer electronics for Crestron items due to supply-chain disruptions.
- Purchase of 10 large-scale SUV pursuit vehicles from Donohoo Chevrolet for $383,143, funded by the 2020 SPLOST.
- Ratification of a $318,519 professional-services contract with Wilson Construction Management to reconstruct 270 linear feet of Head Road, including two 10-foot asphalt lanes and a new concrete V-ditch.
- Emergency purchase of rehabilitative environmental services for Fire Stations 1–6 for $188,852 and HVAC replacements with enhanced filtration and UV treatment for the same stations for $98,700; both were recorded as ARP-eligible expenses and approved 3-0.
The board also approved a quitclaim deed selling the western right of way of Winnwood Road to Judith Annette Krafft for $8,141.43 and authorized an independent-contractor agreement for juvenile court indigent defense with Jerry Moncus. A Title VI program update for Whitfield County Transit Service was approved to meet triennial FTA requirements.
Chairman Jensen reminded the public that 2022 budget meetings will be open to the public and that Whitfield Transit is providing early-voting transportation to the courthouse. The meeting adjourned unanimously.
