Commissioners place grants, IT contracts and comprehensive plan adoption on April 10 consent agenda; animal control ordinance delayed

DUI-Drug Court Coordinator Michelle Calhoun reported the program received a $2,406 supplemental grant from the Criminal Justice Coordinating Council to purchase a computer and printer. County Clerk Miriam Jordan said the Criminal Justice Coordinating Council also awarded a $4,325 FY23 Technology Grant for Adult Felony Drug Court to fund one computer and two laptops. County Manager Jim Carter described the annual E&Rs request from the Tax Commissioner to "clean up the tax rolls." The board indicated a desire to place each of those items on the consent agenda.
IT Director Al Stephenson said the Eaton 93PM UPS at the Public Safety building requires a one-year maintenance contract (April 10, 2023–April 9, 2024) costing $9,361 and asked that replaced workstations be declared surplus and taken to recycling; the board indicated both items should go on the consent agenda.
County Clerk Miriam Jordan said the Department of Community Affairs (DCA) approved the comprehensive plan update and staff recommended adoption; the board indicated placing that adoption on the consent agenda. By contrast, County Manager Jim Carter summarized proposed amendments to the Animal Control Ordinance (Ordinance No. 2023-03) adding definitions for "forage" and "grazing" and a section on grazing/foraging animals; Commissioner Stan Stalnaker asked for more time to review, and the board agreed to move that ordinance to the Regular Agenda for further consideration. Commissioner Donnie Hester asked for an update on the start of a project on Youmans and Dorminey Streets; no substantive update is recorded in the workshop transcript.
