Screven County adopts FY2020-21 budget and approves a series of routine grants, land-use requests

The Screven County Board of Commissioners voted unanimously Aug. 11 to adopt the FY2020–2021 budget and approved a package of routine items, including grant applications, a conditional-use permit for a communications tower and a major subdivision.
The board, meeting at the Screven County Recreation Department Gymnasium in Sylvania, approved the budget after a motion by Commissioner J.C. Warren and a second from Commissioner Rosa Romeo. The unanimous vote adopted the county's fiscal plan for the coming year.
In a set of related procedural votes, Commissioners cleared an application and authorization for the chairman to execute a USDA Rural Development grant application. Investigator Brett Dickerson presented the grant request; Commissioner Warren moved to approve it, Commissioner Mike Dixon seconded, and the motion passed unanimously. The board also approved submission of the 2021 LMIG road project list and the county's application for that grant.
Planning and zoning matters were addressed during public hearings. The board approved a conditional-use application from Pyramid Network Services LLC to construct a 254-foot self-supporting tower intended to improve Verizon Wireless service in District 6 after resident Lannie Greene spoke in favor. Commissioners also approved a major subdivision application for lots near Hwy 24, Runs Branch Road and Hudsons Ferry Road in District 4; John O. Triplett moved to accept the Planning and Zoning recommendation and Commissioner Rosa Romeo seconded.
The board approved a series of administrative items, including a safety-discount verification for ACCG GSIWCF and ACCG-IRMA, authorization to execute the Coronavirus Relief Fund (CARES Act) grant agreement, adoption of an updated Hazard Mitigation Plan, an amendment to the FY2018–19 budget, and approval of an amendment to the Intergovernmental Agreement for the Juvenile Court in the Ogeechee Judicial Circuit. All motions carried by unanimous vote.
The board reviewed a 2020 property tax and a five-year levy history; the county agreed to set a meeting for Sept. 29, 2020 at 9:00 A.M. to set the county millage rate. Commissioner John O. Triplett also reported an additional county cost of $40,856.75 for Robinson-Williams Way at the Industrial Park and the board agreed to contact the Industrial Development Authority to discuss possible assistance.
The meeting included an executive session for personnel and litigation; the board went into executive session at 10:25 A.M., returned at 11:50 A.M. and approved the executive session minutes before adjourning.
