Work session: county to pass GFL trash rate increase to residents; FT Benning contract and other service items set for Nov. 4 agenda

In an Oct. 27 work session county staff said GFL raised residential trash rates by $2 and an extra container to $14; commissioners indicated the county will pass the first month of that increase to residents on January water bills. Staff also reported a denied TAPT grant, well repairs, a completed storage slab, and proposed agenda items for Nov. 4 including ending the Ft. Benning stray facility contract.
County Manager Thomas Weaver provided staff updates at the Oct. 27 work session and told commissioners that the county’s waste hauler (GFL) increased residential collection rates by $2 and raised the price of an extra container to $14 per month. Weaver said the county will pass the first month of that increase through to residents on January water bills; minutes indicate the county will not absorb the ongoing increase going forward.
Weaver also reminded the public that early voting for the FLOST begins Oct. 14 and that Nov. 4 is election day at the Recreation Center. Staff reported that the slab for the 215 McNaughton storage building is complete; public works reports included a motor grader working on Patterson Road and lightning-related repairs to well #3.
At the work session staff described a denied TAPT grant application and a GDOT decision not to allow use of a right-of-way; the county is exploring other options. Mordie Askew told commissioners the fishing dock cannot begin construction until U.S. Army Corps of Engineers approval is secured; the same contractor would perform dredging after permits. The work session agenda listed several items to appear on the Nov. 4 meeting, including a proposed vote to end the Ft. Benning stray facility contract (staff said county operations could not meet the vendor’s required staffing and service levels under the new contract), a library board appointment, pursuit of an Economic Development Agency sewer grant, and the purchase of a public works truck using SPLOST funds.
All of these items were discussed at the Oct. 27 work session; the Oct. 7 regular meeting minutes referenced some of these projects and awards as having been approved earlier. The minutes do not include budgetary or contract amounts for many items and do not show a formal vote on passing the GFL increase to residents (the work session notes the county will pass the first month on the January water bill).
