Chattahoochee County approves engineers for sewer and SEID grants, and renews planning assistance contract

Chattahoochee County commissioners approved several procurement actions on Jan. 6 aimed at advancing grant-funded projects and continuing regional planning support.
The board voted to retain Barge as the engineer for the county sewer grant (motion by Commissioner Timothy Biddle; second by Commissioner Jason Frost). The commission also approved EMC as the engineer for the SCRC SEID 2025 grant (motion by Commissioner Biddle; second by Frost). Both motions passed unanimously.
Commissioners also approved a one-year technical assistance contract with the River Valley Regional Commission (RVRC) to provide planning and zoning support, including ordinance and map updates and attendance at planning commission and zoning board meetings. The contract text in the meeting packet lists an estimated annual fee of $6,000 for July 1, 2025–June 30, 2026.
Why this matters: The firm selections position the county to proceed with engineering work required for EDA/SEID grant applications and implementation if awarded. Packet evaluation notes show cost differences that informed commissioners: Moon Meeks & Associates lists a $6,000 preliminary-engineering-report fee and a 17% engineering fee on construction costs, while EMC’s submission indicated no preliminary fee and a 9% engineering fee in one evaluation sheet.
County staff followed River Valley Regional Commission guidance and scoring criteria included in the packet that recommend a local review committee and specific motion language to meet Department of Community Affairs procurement requirements. The commission’s authorizing motions direct staff to proceed with contracting and grant application assistance with the selected firms.
