Minnehaha County Commission approves vouchers, CARES Act resolution, licenses, contracts and personnel actions

The Minnehaha County Commission on July 21 approved a routine but broad set of actions covering county finances, COVID-19 relief authorizations, licensing, contracts and personnel matters.
Opening business included approval of the agenda and July 14 minutes. The Commission approved vouchers totaling $1,124,923.90; Auditor Bob Litz said payments to Armor Correctional Healthcare reflect May and June invoices and adjustments for March and April. The detailed voucher list included large contract payments and supplier invoices and was approved by roll call (5 ayes).
Personnel actions approved by motion included hiring seasonal election workers and multiple promotions and step increases across departments. The Commission granted a property-tax abatement for 801 E Tomar Rd (Gary Severson) for $1,152.35 because of flood damage and razing of the house.
Deputy Auditor Olivia Larson presided over a public hearing and the Commission approved a Special Event Malt Beverage License for KTT LLC dba 212 The Boiling Point for an Aug. 2 event at Huset's Speedway. Larson reported a third-party attorney had called the Auditor's Office requesting a vendor name change; event representatives said they were not aware of the request and no opposition appeared.
The Commission authorized the Chair to sign Amendment #2 to the Joint Security Protection Agreement with the State Department of the Military and Adjutant General, noting an increase of $299,500 in FY2020 funding to cover projected expenditures; the motion passed 5-0. Emergency Management Director Jason Gearman received approval to amend prior authorization and purchase one 2020 Chevy Silverado 2500 from a different state bid vendor at a cost of $32,898.
Commission staff also presented a briefing on the 2021 provisional budget and the Commission approved Resolution MC20-52 authorizing the Chair to execute documents to receive CARES Act funds for eligible COVID-19-related expenditures incurred March 1–Dec. 30, 2020; the resolution specifies the County will not seek reimbursement for costs already reimbursed by other sources.
Assistant Commission Administrative Officer Craig Dewey presented two legislative resolutions for submission to the South Dakota Association of Counties: MC20-53 (requesting state funding to reconstruct Slip Up Creek Road to the State Veterans Cemetery) and MC20-54 (supporting legislation to allow municipal electors to consider a temporary one-cent municipal sales tax for specific infrastructure projects). Both resolutions were approved for submission (5 ayes each).
The Commission recessed, reconvened, entered executive session under SDCL 1-25-2 (1), (3) and (4), and adjourned. The Commission will meet next on July 28, 2020.
