Minnehaha County Commission adopts $114.98 million provisional FY2021 budget

The Minnehaha County Commission on July 28 approved a provisional FY2021 budget totaling $114,977,021, the county’s commission administrative officer said. The motion to adopt Resolution MC20-55 passed by roll call vote, 5–0.

Carol Muller, the commission administrative officer, presented the provisional budget, saying it includes $67,459,468 in the General Fund, $13,446,176 in the Highway Fund, $3,976,678 in the Building Fund and $4,568,122 in the Debt Service Fund, with a General Fund cash-applied amount of $5,115,546. The document budgets $20,000 for capital projects and includes a 15% increase for health insurance premiums and a 2% matrix adjustment for non-elected personnel.

The budget shifts two positions — a corporal in the Jail and a deputy sheriff in the Sheriff’s Office — from grant funding to the county’s general fund and creates a new paralegal position for the Public Defender’s Office and a Correctional Systems Operator in the Jail, according to the presentation. Muller also announced a public hearing on the proposed FY2021 budget will be held at 9:00 a.m. on Tuesday, Sept. 8, 2020.

Commissioner Heiberger moved adoption of the provisional budget; Commissioner Beninga seconded the motion. By roll call the commission approved Resolution MC20-55. The county will publish the Provisional Budget and Adoption Resolution MC20-55 in the county’s legal newspapers as required. The next formal step noted in the minutes is the Sept. 8 public hearing on the proposed FY2021 budget.
