The Minnehaha County Commission met at 9:00 a.m. on Aug. 18, 2020, and approved routine business and several substantive items. Commissioners Barth, Bender, Beninga, Heiberger and Karsky voted to approve the meeting agenda and to amend and approve the Aug. 11, 2020 minutes. The Commission approved payment of vouchers totaling $6,142,403.33.
Commissioners approved a set of personnel step increases for county staff, including promotions and pay adjustments listed in the personnel packet. At the request of Jail Warden Mike Mattson, the Commission authorized the Auditor to publish a Request for Proposals for Comprehensive Institutional Healthcare Services for the Minnehaha County Jail. Olivia Larson, Deputy Auditor, conducted a public hearing and presented an application for FR2 SD, LLC dba Huset’s Speedway; the Commission approved a 2020–2021 Retail On-Off Sale Malt Beverage & South Dakota Farm Wine License for the business by a 5-0 roll-call vote. Human Services Director Kari Benz (via teleconference) reported that One Sioux Falls Fund awards to the county totaled $325,000 (a previous $25,000 award in April plus a $300,000 award in August); the Commission approved an automatic budget supplement of $325,000 for One Sioux Falls-Shelter funds.

Commissioners also heard liaison reports: Commissioner Barth said Garretson and Humboldt ambulance providers reported the need for new ambulances estimated between $140,000 and $220,000; Commissioner Bender reported the Highway Department is managing its budget and moving some projects to next year. The Commission recessed at 9:43 a.m., reconvened at 9:50 a.m., and adjourned later that morning. The Commission is scheduled to meet next at 9:00 a.m. on Aug. 25, 2020.
