Charlotte County Electoral Board enters closed session to discuss cybersecurity threats

The Charlotte County Electoral Board voted to enter a closed session on March 30, 2023, to discuss plans to protect public safety related to “specific Cyber Security threats or vulnerabilities,” Board Secretary Aubrey Fane said when he moved the measure. The special meeting convened at 4:30 PM at the Charlotte County Administrative Office.

Fane read the motion to convene a closed meeting, citing exemptions in the Virginia Freedom of Information Act that permit the discussion of matters where public discussion would jeopardize the safety of any person or the security of a facility or information technology system. The motion was approved on a roll-call vote: Chairman Glenn Baker voted yes and Secretary Aubrey Fane voted yes. The board entered closed session at 4:31 PM.

After the closed session, the board reconvened in public at 5:20 PM and voted to adopt a certification resolution required by Virginia Code § 2.2-3712. The resolution certified that, to the best of each board member’s knowledge, only public-business matters lawfully exempted from open-meeting requirements were discussed and only matters identified in the convening motion were considered. The roll-call on the certification recorded Baker: yes and Fane: yes.

The public meeting resumed at 5:21 PM. Secretary Fane moved to adjourn; Chairman Baker seconded the motion and it carried without objection.

The meeting record lists General Registrar Virginia Booth as present and Assistant Chairman Glenwood Foster as excused. The transcript of the convening motion and the certification resolution were entered into the minutes; no additional public actions or votes on ordinances, budgets, or appointments were recorded during the public portion of this special meeting.
