Charlotte County Electoral Board processes provisional ballots, completes canvas of June 20 primary

The Charlotte County Electoral Board met June 21, 2023, at the Charlotte County General Registrar’s Office to canvass votes from the June 20 primary and to process provisional ballots, then reconvened June 23 to finish mail-in ballot processing and complete the official canvass. The board said all official forms and ballots would be sealed and returned to the Charlotte County Clerk of the Circuit Court for secure storage.
Aubrey Fane, secretary of the Electoral Board, moved that the board enter a closed session “pursuant to Code 2.2-3711.A.1” to review and process provisional ballots cast in the June 20 primary. The board took a roll-call vote required by Virginia law; Glenn Baker (chairman), Glenwood Foster (vice chairman) and Aubrey Fane voted yea to enter closed session.
The board described the provisional-ballot procedure: envelopes labeled 1A from precincts are opened, envelope data reviewed for completeness and correctness to determine whether the ballot should be counted, and if verified the ballot envelope is opened and the ballot counted. Envelopes determined not to be counted were placed in the rejected container and were not opened.
After processing provisional ballots, Fane moved to certify the executive session under Va. Code §2.2-3712. The board certified that, to the best of each member’s knowledge, only public-business matters lawfully exempted from open meeting requirements were discussed; the certification vote was Mr. Fane yea, Mr. Baker yea, Mr. Foster yea.
The board re-entered open session and described the canvass workflow: canvassing votes by precinct and the Central Absentee Precinct (early voting), examining Statements of Results, recording in-person votes, checking envelopes for required signatures and form completeness, and preparing official forms and envelopes for transfer to the Clerk of the Circuit Court.
Following a short discussion about process the board recessed the canvas until Friday, June 23 at 11:45 a.m. by a motion from Glenwood Foster seconded by Aubrey Fane; the motion passed without objection.
When the board reconvened at 11:45 a.m. on June 23, General Registrar Virginia Booth told members that no additional mail-in ballots were received by the 12:00 p.m. deadline. By about 12:30 p.m. the board reported the canvas was complete: votes were tallied and re-counted, official state forms were completed, signed and sealed, and the materials were returned to the Charlotte County Clerk of the Circuit Court for secure storage.
Glenwood Foster moved to adjourn at 12:45 p.m.; the motion carried without objection and the meeting concluded.
