Charlotte County electoral board discusses observer policy, email security and candidate filing penalties

At its Aug. 3 meeting, the Charlotte County Electoral Board reviewed the general registrar’s report and several administrative items affecting election operations.

Virginia Booth, the Charlotte County general registrar, presented a packet that included the July 2023 minutes, a written registrar’s report, a July 2023 budget synopsis and a FY2024 budget synopsis. Booth highlighted three special notes: the board should develop a policy forbidding election observers from serving as officers of election, the board should contact neighboring counties about public notice of electoral board policies, and the registrar will investigate acquiring county email addresses for board members to enhance email security. The email-security item will appear on the board’s September agenda, Booth said.

Booth also explained the state requirements for candidate financial reports and said there is "a series of progressive fines for non-compliance which includes a referral to the Commonwealth Attorney." The board did not record any formal vote on enforcement policy at the meeting; Booth’s remarks described the existing state process.

Board members noted the South-Central Electoral Board regional meeting scheduled for Sept. 2 at 11:00 a.m., where Charlotte County representatives are invited to share their security plan. Aubrey Fane said he will draft a letter inviting party chairs to attend the county’s next meeting and to thank current polling-place hosts for their cooperation.

The board approved the minutes from July 12 with one typing correction and adjourned at 2:00 p.m.
