Charlotte County Electoral Board reviews provisional ballots in closed session; canvass completed Nov. 13

CHARLOTTE COUNTY — The Charlotte County Electoral Board met Nov. 6 and Nov. 13 to review and complete the official canvass of votes from the Nov. 5, 2024 general election.
Chairman Glenn Baker called the Nov. 6 session to order at 9:00 a.m. in the Charlotte County General Registrar’s Office. Vice Chair Glenwood Foster, Secretary Aubrey Fane and General Registrar Jennie Booth were present. After opening remarks and the Pledge, Secretary Aubrey Fane moved at 9:40 a.m. that the board enter a closed session under Va. Code §2.2-3711(a)(1) to review and process provisional ballots cast in the Nov. 5 election. The motion carried by roll call: Baker — yea; Foster — yea; Fane — yea.
The board reconvened at about 10:45 a.m., and Fane moved to certify the executive session under Va. Code §2.2-3712 and to confirm the session complied with the Virginia Freedom of Information Act. That certification motion passed by roll call: Fane — yea; Baker — yea; Foster — yea. Board members reported provisional ballots had been processed and stated those ballots would be counted Nov. 13 after the deadline for return of mail-in ballots.
At 10:46 a.m. on Nov. 6, the board recessed the canvas until Nov. 12 at 12:00 p.m.; the motion to recess carried without objection.
The board reconvened the canvass on Nov. 13 at 9:15 a.m. Baker presided; Foster, Fane and Registrar Jennie Booth attended. The board said the canvass had been delayed one day because of delayed information received from the state. Board members reported that no mail-in ballots were received after election day before the deadline.
At about 9:52 a.m. on Nov. 13 the canvass was completed: board members said votes were tallied and re-counted, and official state canvass forms were completed, signed and sealed. Vice Chair Glenwood Foster moved to adjourn; the motion carried without objection.
The board directed that official results be posted by the Virginia State Board of Elections; for full election returns, the board referred observers to the state board’s posted results.
