Durham County approves Sheriff’s Annex lease, EV chargers and other consent items in unanimous vote

The Durham County Board of Commissioners approved a package of consent items Sept. 22, 2025, on a unanimous vote. The items included a lease agreement with One Park Venture LLC for a Sheriff’s Office Annex in Research Triangle Park (Item 25-0497); authorization for required grant application documents to support an Engineering & Environmental Services utilities funding application for the Chin Page Road Lift Station (25-0508); a purchase-of-goods contract with Blink Charging for EV charging stations at 500 E Main Street (25-0517) in the amount of $75,684.65 plus contingency not to exceed $80,684.65; property tax releases and refunds for August 2025 (25-0525); and a National Association of Counties (NACo) FEMA sign-on letter (25-0531).
Before the vote, Commissioner Wendy Jacobs asked what would happen if upfit costs for the Sheriff’s Annex exceeded the $875,000 amount paid by the landlord and inquired about staffing for the annex. David LaBarre, Director of Planning and Development, Sheriff’s Office, said the upfit cost was being monitored to ensure the project stayed within the set budget. County Manager Claudia Hager said positions were realigned in the Sheriff’s Office budget to support five full-time equivalent positions for the Sheriff’s Annex.
The Board voted to approve the listed consent items on a motion by Commissioner Michelle Burton seconded by Commissioner Stephen Valentine; "the motion carried unanimously," according to the minutes. The Blink Charging contract lists a base amount of $75,684.65 with contingency and a not-to-exceed total of $80,684.65. The property tax releases and refunds for August 2025 show current-year releases of $550,931.67 and refunds of $61,199.83, prior-year releases of $47,557.14 and refunds of $3,820.82 for a grand total of $663,509.46.
Board action on the consent agenda included several appointments announced later in the meeting; Larissa Williamson, County Attorney, announced voting results for appointments to boards and commissions including reappointments and new appointees for bodies such as the Audit Oversight Committee, Discover Durham, the Environmental Affairs Board, Historic Preservation Commission and Memorial Stadium Authority.
What happens next: Staff will execute the authorized contracts and grant application documents and proceed with procurement and project steps as required by the respective agreements and funding sources.
