Durham County approves $591,000 for Lincoln Community Health Center repairs; commissioners press Duke for reimbursement

Chair Nida Allam asked how much of the funding was for repairs and how much was for new construction. Perri Manns, Deputy Director of Engineering and Environmental Services, responded that "all the funding was for repairs." County Manager Claudia Hager said she would provide the Board with the total amount the County spends on repairs and noted that leadership at Duke was committed to supporting Lincoln at a different level. Commissioner Wendy Jacobs said the County needed to be reimbursed by Duke for the repairs and said she looked forward to those discussions with Duke and Lincoln leadership.
The ordinance text approved by the Board shows the Debt Service Fund expenditure line increased by $591,000 and a corresponding increase in other financing sources; the capital project amendment lists an updated budget of $591,000 for the LCHC Building Modernization Upgrades Project (4730DC167).
Board members did not record a roll-call vote in the minutes; the consent motion carrying the amendment was recorded as "the motion carried unanimously." The appropriation is intended to fund repairs at the Lincoln facility; staff did not specify a project completion date or a detailed repairs budget breakdown in the minutes. County staff committed to provide the Board the requested total county repair spending and to continue discussions with Duke about reimbursement for repairs.
What happens next: The budget and capital project amendments take effect as approved; staff follow-up was requested and the Board will receive the additional repair-spending information that Chair Allam requested.
