Board asks for fiscal, population and EMS analysis on Hamlin Reserve annexation outside Urban Growth Boundary

Andrew Lester, Principal Planner, presented materials on the proposed Hamlin Reserve annexation located outside the County’s Urban Growth Boundary and said a Fiscal Impact Analysis (FIA) had been prepared. He explained annexations outside the Urban Growth Boundary are reviewed case-by-case and emphasized that the City Council, not the County, decides annexation approvals.
Board members said the staff report identified three of seven inconsistencies with the comprehensive land-use plan and asked for additional analysis. Commissioners requested that staff provide the full FIA and a cost-benefit analysis that includes services availability and population-growth data; they also asked staff to meet with EMS so emergency-service impacts are included in the cost-benefit work.
Mr. Lester noted that infrastructure improvements are usually driven by private development and larger transportation investments move through the State Transportation Improvement Program; staff said applicants are responsible for adjacent road improvements tied to site plans. Staff committed to returning the requested analyses and data to inform any subsequent Board comments to the City Council.
