Commissioner Michelle Burton moved to approve the consent agenda; Commissioner Wendy Jacobs seconded the motion and it carried unanimously. The consent package included Budget Ordinance Amendment No. 26BCC021, recognizing $3,124 from the N.C. Department of Health and Human Services Division of Public Health for expanded disease surveillance, and Amendment No. 26BCC019, recognizing $6,000 from the N.C. DHHS Epidemiology Section to implement an electronic test ordering and results system in Public Health.
The consent agenda also included Budget Ordinance Amendment No. 26OPA002, which reallocates $20,373 of previously approved opioid settlement funds from the Syringe Project Strategy to the Naloxone Project Strategy.
The Board approved a contract with SimuLab for Difficult AirwayMan system training packages for the Office of Emergency Services not to exceed $142,415, and authorized a contract amendment to Pinam Construction, Inc. totaling $161,090.78 for unforeseen conditions on a construction project. The consent items further authorized creation of three new FTE positions in the county’s Sewer Utility Enterprise Fund.
Significant among the consent items was Capital Project Amendment No. 26CPA-07 and Budget Ordinance Amendment No. 26BCC022, which reduce the Open Space & Farmland Preservation capital project by $80,300 and transfer that funding to the General Fund to support the purchase of a 25‑acre conservation easement on Tilley Farm. The Board also recognized $213,000 from the Army National Guard’s Readiness and Environmental Protection Integration (REPI) Program to support the purchase, producing a total funding package of $293,300 for the easement.
No individual roll-call votes were recorded in the meeting minutes; the motion to approve the consent agenda was noted as passing unanimously. The consent approvals were part of routine business during the Board’s Oct. 13 regular session and take effect as reflected in the listed budget and capital ordinances.
