Durham County approves consent agenda items including ARPA amendment for Early Years and multi‑year taser contract

The Durham County Board of County Commissioners approved a broad consent agenda Nov. 3 that included budget amendments, contract authorizations, grant recognitions, property transactions and program appropriations.
Notable approvals included: an amendment to allocate $1,690,296 in ARPA funds and a grant agreement amendment for Early Years to expand stipends and wrap‑around childcare assistance; authorization of a 10‑year contract with Axon Enterprise, Inc. totaling $3,112,658.44 for replacement and additional taser equipment for the Sheriff’s Office (including a five‑year device refresh and VR de‑escalation training); a contract amendment for commissioning services for the new City/County Emergency Operations Center; ambulance purchases through the SAVVIK Cooperative (five ambulances, not to exceed $2,119,440); and approval to accept various grants and recognize budget adjustments across departments.
Commissioners asked questions on several items during consent review. Commissioner Wendy Jacobs requested data about additional funding for taser replacements and on taser use locally and nationally; Sheriff Birkhead said the funds will update devices and cover new hires. John Keifer said ARPA funds would be used to expand stipends to cover children 0–3 and add wrap‑around services and tools, and that performance reports would be made available to the Board and posted online. Peri Manns and Celeste Burns answered questions about rent/management at Shoppes of Hope Valley and about delays and funding for Little River Regional Park improvements.
The consent agenda also included Capital Project Amendment No.26CPA010 to appropriate $3,020,000 of Debt Service Fund balance for a temporary OES Fleet Maintenance Facility renovation, releases and refunds reporting (grand total $1,639,310.37 across categories), opioid settlement fund transfers, and several smaller contracts and recognitions. Commissioner Jacobs requested that future plans or studies be placed on discussion agendas so the Board and public have time for Q&A.
All consent items listed on the Oct. 27 consent were approved unanimously after suspending the rules and calling the vote.
