Key consent approvals included recognition of a $600,000 NCDEQ Division of Water Resources grant for the Whispering Pines Stream Renovation Project (Budget Ordinance Amendment No. 26BCC037), authorization to contract with KBS Earthworks for Whispering Pines Stream Restoration ($974,879.51), adoption of the Durham‑to‑Roxboro Rail Trail Plan, approval of a grant agreement with Urban Ministries of Durham for $535,356, and authorization for a Sunbelt Rentals contract amendment bringing the total temporary HVAC chiller rental to $136,471.37. Staff presented property tax releases and refunds for October 2025 with a grand total of $1,922,738.56.
Pulled consent item: After public comment from Elizabeth Arant, the Board approved Item 25‑0595 — a contract with Southern Wall Systems for exterior refurbishment and window replacement at the Justice Services Center ($1,193,227). Commissioner Stephen Valentine moved the item and Commissioner Michelle Burton seconded; the motion carried unanimously.
Ordinances and rezoning: The Board adopted a privately initiated UDO text amendment to create a UC‑3 district (TC2500001) and separately adopted rezoning for RTP properties (Z2500025) to establish University and College‑3 zoning; both motions were approved unanimously. The Board also adopted required Statements of Consistency pursuant to N.C. Gen. Stat. §160D‑605.
