Parma Heights council approves package of ordinances, extends vaping moratorium and signs on to opioid settlements

At its Sept. 8 meeting, Parma Heights City Council passed a set of ordinances and resolutions — including repeals of two code sections, a six-month extension of a moratorium on vaping-related approvals, acceptance of K-9 donation terms, and consent to multiple opioid settlement agreements — all by unanimous roll call or by suspension of rules.
Parma Heights City Council on Sept. 8 approved a series of ordinances and resolutions covering local code changes, tax certification, public-safety donations and participation in national opioid settlements.
The meeting opened at 7:00 p.m. and, after routine minutes approvals and reports, council took up legislation. Ordinance No. 2025-43, repealing Section 1373.01 ("Flooring") of the Parma Heights Codified Ordinances, was moved by Councilwoman Palmisano, seconded by Councilwoman Maruschak, and passed by roll-call vote with all present councilmembers voting aye. Ordinance No. 2025-44, repealing Section 1373.06 ("Bathrooms"), was similarly moved, seconded and passed unanimously.
Council suspended the rules and passed Resolution No. 2025-67 to accept the amounts and rates determined by the budget commission and to authorize necessary tax levies; the motion passed on a unanimous roll call. Minutes later, by the same procedure, the council adopted Resolution No. 2025-68 extending for six months the temporary moratorium (Resolution 2025-18) that prohibits acceptance of applications and the granting of zoning approvals, building permits and certificates of occupancy for uses associated with the distribution or sale of vaping/e-cigarette products.
On public-safety and donations, Council approved Resolution No. 2025-70 authorizing acceptance of a donated K-9 from the Parma Heights K9 Unit Charity through Excel K-9 Services, Inc.; the resolution was moved, rules suspended and passed by unanimous roll call.
Council also voted to consent to material terms of three opioid-related settlement instruments. Resolution No. 2025-75 accepted the Purdue/Sackler settlement terms and authorized execution of a subdivision participation and release form and consent to the bankruptcy plan. Resolution No. 2025-76 authorized consent to the Sandoz settlement and execution of a subdivision participation and release form. Resolution No. 2025-77 authorized consent to additional manufacturers' settlement terms and corresponding release forms. Each of these opioid-related resolutions was passed after suspension of the rules and a unanimous roll-call vote.

Several other ordinances (2025-69, 2025-71 through 2025-74) were introduced for first reading without final votes. Ordinance 2025-69 would authorize entering a master funding agreement with the Cuyahoga County Division of Senior and Adult Services (DSAS) to accept and expend community social services program funds; that measure was presented for first reading and will return for later consideration.
The meeting adjourned at 7:39 p.m. following the recorded votes.
