Garfield County commissioners approve vehicle purchase, appropriations, surplus disposals and bid awards

The Garfield County Board of County Commissioners met Dec. 15 and approved a series of routine administrative actions, including the purchase of a new pickup for the Maintenance Department, multiple fund appropriations and surplus disposals.
Commissioner Reese Wedel moved to approve the minutes of the Dec. 8 meeting; the motion passed unanimously. The Board then approved a quoted purchase from John Vance for a 2026 Chevrolet Silverado 1500 Crew Cab for $51,642.09 under State Contract #SW035 after Commissioner Joe E. Kegin Jr. moved to authorize the purchase.
The commissioners approved a set of cash fund estimates of needs and appropriations: $50,546.03 for Use Tax—Jail Share; $220,225.36 for Jail Sales Tax; $20,216.99 for Rural Fire Use Tax; $88,095.98 for Rural Fire Sales Tax; $6,000.00 for Garfield County Emergency Management; $321,174.90 for Highway—Unrestricted; $20,795.65 for Highway—CBRI; and $60,614.21 for Highway—CIRB. Each appropriation was moved and carried with all three commissioners voting aye.
The Board declared items surplus and ordered disposals under resolutions. Under Resolution #25-136 the Board found three HP laptops from OSU Extension obsolete (inventory and serial numbers recorded) and ordered them junked. Resolutions #25-137 and #25-138 addressed a 16-channel radio in Commissioner’s District #1 (Inventory #D1-242.1), declaring it surplus and ordering its disposal.
The commissioners accepted the Assistant County Purchasing Agent’s tabulation and awarded six‑month bids under Bid #26-7. The tabulation included tie-breaking coin tosses that awarded specified tank cars and tiered traffic-stripe paint contracts to Advanced Workzone and Direct Traffic Control as listed in the bid results.
Payroll and claims were approved, including warrant payments covering the county share of benefits of $244,100.31 (deferred comp, insurance, retirement and FICA) and an extensive list of prior-year and current-year claims. The Board also approved a blanket purchase order (PO #2161 Yellowhouse, District #3) for $385.88 that exceeded the encumbered amount.
Most motions were made by Commissioners Wedel or Kegin and were approved unanimously by Commissioners Clarence Maly, Reese Wedel and Joe E. Kegin Jr. No contested votes or public comment were recorded on the items considered.
The Board adjourned to meet Dec. 22, 2025.
