Garfield County commissioners appoint new court clerk, approve claims and open procurement bids

At its Dec. 8, 2025 meeting the Garfield County Board of County Commissioners unanimously appointed Shellie Kraft as county court clerk effective Jan. 1, 2026; the board also approved multiple budget transfers, warrants and reports and opened sealed bids for county procurements.
The Garfield County Board of County Commissioners appointed Shellie Kraft to the position of Garfield County Court Clerk, effective Jan. 1, 2026, and approved a package of routine financial items at a regular meeting Dec. 8 at the Garfield County Courthouse in Enid.
Vice-Chairman Reese Wedel moved for the appointment after the board conducted interviews in executive session under Title 25 O.S. § 307(B)(1); the board returned to open session and voted to approve the appointment unanimously. The board also noted the court clerk position will appear on the 2026 ballot.
The commissioners — Chairman Clarence Maly, Vice-Chairman Reese Wedel and Member Joe Kegin Jr. — approved several financial actions and reports by unanimous votes. The board authorized a claim against the State Election Board to reimburse December 2025 salary for Garfield County Election Board Secretary Shari Monsees in the amount of $5,599.58 and approved the Garfield County Treasurer Monthly Fee Report for November 2025 in the amount of $1,735.29. The board also approved Resolution #25-132 to cancel FY2025 and transfer FY2026 Highway Unrestricted funds of $105,756.36 and Resolution #25-133 to cancel FY2024 and transfer FY2026 Sheriff Service Fees of $37.00.
County officials approved a transfer of appropriation from Court Funded Payroll-Preservation to Court Funded Payroll totaling $40,000 and added a Donations-Tower Maintenance account for Emergency Management to the appropriation ledger. The board appointed receiving officers Chelsea McCleave and Caitlin Vogt and requesting officers Cory Rink and Kristin Booth for the Sheriff’s Fund Assistance Grant (1574).
The County Clerk opened sealed bids for Bid #26-7, the six-month procurement list for county needs. The board accepted all bids except one from Marsau Enterprises, which lacked a required pricing sheet; remaining bids were carried over for later award and further study.
The board also examined and approved a lengthy set of purchase orders and claims across multiple funds. Among the warrants approved were $51,448.45 to Garfield County Fairground Trust Authority and highway fund payments that included $63,627.59 to Dolese Bros Co; the minutes list many additional vendors and amounts that the board approved subject to audit.
With no further business, the board adjourned and scheduled its next meeting for Dec. 15, 2025.
