Garfield County commissioners approve interlocal appointment, multiple appropriations and bids for bridges and HVAC

The Garfield County Board of County Commissioners met Nov. 17 and unanimously approved a package of appropriations, intergovernmental appointments and bid awards affecting infrastructure and county operations.

Vice-Chairman Reese Wedel moved and the board approved an Interlocal Cooperative Agreement (#2025-8) that names Wedel as Garfield County’s representative to the CEB #8 Board of Directors, authorizes Clarence Maly to serve as alternate #1 and Joe Kegin Jr. as alternate #2. The appointment and agreement were approved by the three commissioners with votes recorded Aye: Maly, Wedel and Kegin.

The board approved several Cash Fund Estimates of Needs and Requests for Appropriation, including two Rural Fire Sales Tax appropriations totaling $94,707.15 ($92,504.63 and $2,202.52); a Rural Fire-Use Tax appropriation of $13,282.44; Jail-Sales Tax of $231,277.73; Jail-Use Tax of $33,208.41; and multiple highway appropriations including $361,746.60 to Highway-Unrestricted, $39,825.87 to Highway-CBRI and $71,385.68 to Highway-CIRB. All motions passed unanimously.

Procurement actions included authorization to advertise six-month sealed bids (Bid #26-7) with proposals due Dec. 5, 2025, and a series of awards after the board opened bids. The board awarded Bid #26-2 (materials for District 3 bridge project) to Sunbelt Equipment for $146,207.00 and Bid #26-3 (construction for District 3 bridge project) to Dietz Welding for $177,950.00. Bids for HVAC units with roof installation (Bid #26-4) were read and awarded to Major Mechanical. Additional HVAC contracts (Bids #26-5 and #26-6) for split-roof and ground-level installations were awarded to Brandon’s Comfort Solutions as the lowest bidder. Each award was moved and approved with all three commissioners voting Aye.

The board also approved payroll and benefit-related warrants (county share of benefits, warrants #1678-1934) and an extensive set of purchase orders and claims across county funds, which were examined and approved on motion by Commissioner Joe Kegin Jr.

Why this matters: The appropriations fund day-to-day county operations, jail services and highway maintenance; awarding bridge and HVAC contracts moves planned infrastructure and facility maintenance into procurement and implementation stages. The interlocal appointment gives Garfield County a named representative on a regional board (CEB #8), which may affect future cooperative projects.
