Garfield County commissioners approve routine claims, multiple transfers and defer vehicle and boiler purchases

ENID, Okla. — The Garfield County Board of County Commissioners met Nov. 24 and carried a slate of routine financial actions while deferring two equipment purchases for further review.
Commissioners Clarence Maly (chairman), Reese Wedel (vice‑chairman) and Joe Kegin Jr. (member) approved the minutes from the Nov. 17 meeting and then moved through resolutions, appropriations and a long list of claims and warrants. Motions were recorded as unanimous unless otherwise noted.
The board approved Resolution No. 25‑127, authorizing the county treasurer to cancel FY 2024 and transfer FY 2026 in the amount of $120.73, and Resolution No. 25‑128 to cancel FY 2023 and transfer FY 2026 for Rural Fire in the amount of $576.00.
The commissioners reviewed and approved dozens of purchase orders and warrants across county departments. Notable payments included multiple entries to the Garfield County Criminal Justice Authority for the detention building ($85,114.40; $62,753.81; $71,022.71; $63,594.57) and a Jail Sales Tax disbursement of $231,277.73. Health‑department and payroll items recorded included an Oklahoma State Department of Health line at $121,720.52 and an OSU Cooperative Extension personnel payment of $14,491.95.
The board approved a Cash Fund Estimate of Needs and Request for Appropriation for Highway Unrestricted for $88,732.68 and an appropriation from American Rescue Plan Act 2021 funds of $1,263.35. Commissioners also approved Garfield County Sheriff’s credit card expenditures totaling $3,547.04.
Under new business, the board reviewed a vendor quote from Joe Cooper Chevrolet for a 2025 Chevrolet Silverado 1500 and a Tommy lift gate (quoted at $39,857.00 and $5,000.00). Commissioners asked the county Maintenance Superintendent to confirm which units the vendor actually has in stock and deferred further action on that purchase to the Dec. 1 agenda.
County staff and the board also reviewed quotes to replace the courthouse boiler’s recirculating pump. The Building Superintendent was asked to provide more information; the item was placed on the Dec. 1 agenda and no replacement contract was authorized Nov. 24.
Commissioner Kegin moved and the board approved a transfer of appropriation from the contingency account to the Free Fair account for $26,448.45. Kegin also moved routine blanket purchase orders for the chairman to sign; those motions passed.
One vote recorded an abstention: when Vice‑Chairman Wedel moved to approve a 324 A claim for District No. 3 on JP 28679 (RWD Parcels 2 & 8), Commissioners Maly and Wedel voted yes and Kegin abstained.
With no further business, Kegin moved to adjourn; the board voted to adjourn and will reconvene Dec. 1, 2025. County Clerk Lorraine Legere attested to the minutes.
