Garfield County commissioners approve highway spending caps, lease payment, HVAC bid solicitations and event permit

At its Nov. 3 meeting the Garfield County Board of County Commissioners approved three highway spending resolutions totaling about $6.93 million, authorized a $11,821.82 lease payment for a motor grader, directed advertising for three HVAC procurement bids, approved warrants and blanket purchase orders, and cleared a permit for the Nov. 28 "Enid Lights Up the Plains" event.
The Garfield County Board of County Commissioners on Nov. 3 unanimously approved a series of routine financial and administrative measures, including limits on monthly highway spending, authorization of equipment lease payment, and solicitation of HVAC bids.
Vice-Chairman Reese Wedel moved to approve Resolution No. 25-122, which sets the maximum monthly highway expenditures at $3,815,795.11, and the motion passed with Chairman Clarence Maly and Commissioner Joe Kegin Jr. joining in the vote. In separate but related votes the board approved Resolution No. 25-123 (maximum monthly CBRI expenditures of $2,834,364.06) and Resolution No. 25-124 (maximum monthly CIRB expenditures of $280,720.37). The board authorized the chairman to sign each resolution.
On equipment finance, Wedel moved to approve Renewal Lease Purchase Agreement #22396 with Security National Bank covering a 2021 John Deere motor grader for District 3; the payment recorded in the minutes is $11,821.82 and the board approved the action. Commissioner Joe Kegin Jr. moved and the board approved a Department of Transportation claim for District 3 related to the Imo Road–Fox Road to Highway 412 project from Pinnacle Consulting Management Group.
The board also authorized three separate solicitations for sealed bids for six-month HVAC service requirements at county facilities: Bid #26-4 (roof installation), Bid #26-5 (split roof level installation) and Bid #26-6 (ground-level installation). The motions directed the county purchasing agent to advertise and to mail bid proposals to a listed vendor group, which the minutes record by name.
County financial business included the board’s unanimous approval of a long list of warrants, purchase orders and maintenance charges across multiple funds (General, Highway Unrestricted, HWY-CO Bridge/Road Improvement, Clerk Preservation, Health Department, Sheriff Service Fee, Treasury meeting certificate fee and Rural Fire Departments). The minutes enumerate claimants and amounts; the board also authorized and signed blanket purchase orders on file with the county clerk and approved a single blanket PO overrun (PO #1030 to O’Reilly’s for $305.45).
Commissioner Kegin moved and the board approved a Letter of Approval permitting Main Street of Enid to use the Garfield County courthouse lawn and gazebo for the "Enid Lights Up the Plains" event on Nov. 28, 2025; decorating dates are listed as Nov. 8, 15 and 22 and event hours as 1:00–9:00 p.m.
With no further business, Vice-Chairman Wedel moved to adjourn; the board set its next regular meeting for Nov. 10, 2025.
All formal votes recorded in the minutes show Commissioners Clarence Maly (Chairman), Reese Wedel (Vice-Chairman) and Joe Kegin Jr. (Member) voting "Aye."
