Quay County updates overtime rules for public safety, adopts open-meeting schedule and makes appointments

The Quay County Board of Commissioners on Dec. 8, 2025 adopted several administrative measures proposed by County Manager Daniel Zamora. The board approved Resolution No. 22, which revises Personnel Policy 9.7 to clarify overtime and compensatory-time rules and extends the public-safety overtime pay and comp-time provisions to Quay County Sheriff's Office (QCSO) and dispatch positions; the change preserves the 14-day pay-period definition for public-safety personnel and sets a maximum compensatory-time accrual consistent with policy language presented in the packet.

The board also adopted Resolution No. 20 to establish 2026 regular meeting dates and the county's notice policy to comply with the New Mexico Open Meetings Act (regular meetings posted at least 72 hours in advance, special meetings with 24 hours' notice, emergency meetings with 3 hours' notice when feasible). Commissioners approved the 2026 Quay County holiday schedule and confirmed the slate of 2026 board appointees as presented in the packet. All administrative items passed on unanimous votes.

Manager Zamora provided an end-of-year update: staff are finalizing year-end items, the county will pursue bids for a hospital project in mid-January, and the county will attend legislative engagement events.
