Commissioners approve $8.31 million OHA intergovernmental agreement to expand local mental-health services

Josephine County commissioners on Feb. 26 approved an intergovernmental agreement with the Oregon Health Authority that provides $8,311,342.00 to support local mental-health services, most of which county staff described as pass-through funding to outside providers including Options.
Community Justice Director Scott Hyde explained that the agreement reflects a broader state effort to transition care away from state hospitalization and toward local services and outreach. Hyde requested that Shawn Martinez be given signing authority on behalf of the county for this agreement; Assistant Legal Counsel Leah Harper told commissioners the agreement had been reviewed by legal counsel and other counties across the state.
Commissioners voted by roll call (Richardson, Martin, Smith) to approve the agreement and the designated signing authority. Hyde said much of the funding will pass through to partner providers and outreach programs; the packet lists the agreement number as 44300-00054291.
The board recorded approval by roll call and the contract will be executed as provided in the board motion.
